WASHINGTON, D.C. – Today, Representative Chrissy Houlahan (PA-06) issued the following statement after the House passed the bipartisan Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act:

"We have some of the best manufacturers in the world right here in Pennsylvania," said Houlahan. "My district is home to multiple semiconductor manufacturers and the passage of CHIPS will make our supply chains more resilient, lower costs, and help us to outcompete China. CHIPS is a good example of Democrats and Republicans coming together on legislation that helps our businesses, consumers, and economy. I'm proud of this legislation and will continue to reach across the aisle for the good of our community, Commonwealth, and country."

In June, Houlahan hosted Secretary of Commerce, Gina Raimondo, for a tour and roundtable at Vishay Intertechnology in Malvern. Vishay is a local manufacturer of semiconductors, and Houlahan invited the Secretary to visit in response to the global semiconductor shortage. Raimondo and Houlahan stressed the importance of Congress’s passing legislation to further boost America’s manufacturing sector and global competitiveness.

The CHIPS and Science Act passed the House 243-187 and now goes to the President who said he will sign it. The bill includes $52 billion to support domestic chip production, grows our STEM workforce, bolsters domestic 5G capabilities, expands cutting edge research and development through the National Science Foundation, and more.

The CHIPS and Science Act is supported by national business groups including the U.S. Chamber of Commerce and the National Association of Manufacturers (NAM); national labor unions including North America’s Building Trades Unions (NABTU) and United Auto Workers (UAW); and national security leaders including Secretary of Defense Lloyd Austin and Lieutenant General (Ret.) H.R. McMaster.

In advocating for passage of the bill, the Chester County Chamber of Business and Industry said the legislation will “strengthen domestic chip production, economic growth and job creation, supply chain resilience, and national security.”   

Houlahan was joined in voting yes on the CHIPS and Science Act by one Republican member of the Pennsylvania delegation and the eight other Democrats. Eight Republican members of the Pennsylvania delegation voted no.

Houlahan is an Air Force veteran, an engineer, a serial entrepreneur, an educator and a nonprofit leader. She represents Pennsylvania’s 6th Congressional District, which encompasses Chester County and southern Berks County. She serves on the House Armed Services Committee, the House Foreign Affairs Committee and the House Small Business Committee. She is the recipient of the U.S. Chamber of Commerce’s Abraham Lincoln Leadership for America Award which “recognizes members who demonstrate the bipartisan leadership and constructive governing necessary to move our country forward.”
