Total Experience Learning (TExpL) Standards, Innovation and Technology Transfer Education Initiative
This project strengthens workforce development, higher education innovation, and economic growth in Berks County and the surrounding region. The Total Experience Learning program at Alvernia University is designed to connect students directly with real-world learning experiences, internships, research opportunities, and partnerships with local employers. By expanding this program, the project will help prepare students for in-demand careers, support local businesses that need skilled workers, and strengthen the regional workforce pipeline.

Center for Emerging Technology: Artificial Intelligence, Cybersecurity, Simulation, and eSports Innovation Labs
This project seeks to expand Albright University’s Center for Emerging Technology through the creation of advanced instructional laboratories focused on artificial intelligence, cybersecurity, game and simulation development, immersive media, and eSports. The project will equip the Center with high-performance computing systems, cybersecurity simulation infrastructure, VR and immersive media technology, and specialized development workstations. The Center will also host public seminars on emerging technologies and provide summer STEM camps for K-12 students throughout Berks County. Together, these resources will create a regional hub for learning, experimentation, and discussion around emerging technologies.

East Whiteland Township Police Department and Municipal Facility Upgrade
This project will modernize police and municipal facilities by establishing a modern, dedicated facility within the existing Township campus to support police and related municipal operations. Police operations currently housed within the Township’s administrative building no longer meet modern operational, safety, or infrastructure standards. This upgrade will enhance public safety and government service delivery to the community.

Union Fire Company #1 Firehouse Readiness and Training Facility Renovation
This project will renovate an outdated, 1981 banquet hall into a modern public‐safety facility supporting firefighter readiness, recovery, and training. The funding will be used to convert the hall into a functional readiness and training area featuring 15 bunk rooms, shower and locker facilities, and a dedicated classroom for multi-company training and certifications.

Keystone Valley Fire Department Apparatus Replacement
This project will replace Keystone Valley Fire Department’s outdated engine with a new apparatus. The current engine is 25 years old and well past its recommended useful life, per National Fire Protection Association standards. Replacing the apparatus will ensure the safety of first responders and their ability to respond to emergencies efficiently.

Berks Community Health Center (BCHC) Integrated Facility and Technology Modernization Project
Berks Community Health Center (BCHC) seeks PA-06 Community Project Funding for FY27 to modernize its 838 Penn Street site through facility, equipment, and IT upgrades. Planned renovations include updated cabinetry, flooring, lighting, security enhancements, a staff wellness room, and improved dental space with a panoramic X-ray unit. Investments also include clinical equipment, patient check-in kiosks, dental computers, and tools for community education and virtual engagement. BCHC will strengthen IT infrastructure through cybersecurity enhancements, server replacement, uninterruptible power supplies, a clinical inventory system, and MAVEN specialty consult services, improving safety, efficiency, care coordination, and access for underserved Berks County residents.

LCH Critical Infrastructure Upgrades
LCH Health and Community Services requests Community Project Funding to complete facility renovation and infrastructure improvements at its Federally Qualified Health Center (FQHC) in Kennett Square, Pennsylvania. This project will expand clinical capacity, improve patient safety, and strengthen operational resiliency. The project replaces aging HVAC systems to improve reliability and the installation of a standby emergency generator with automatic transfer switch to protect vaccine storage and maintain electronic health record access during power outages.

Increase in Access to Dental Care
Community Health and Dental Care (CHDC) is seeking to apply for funding for 1 new dental chair including other necessary operatory equipment for the Barto location and 2 dental sensors and 2 camera equipment packages including other necessary equipment to increase access for dental services at CHDC's existing service sites located in Barto, PA (Berks County) and Pottstown, PA (Chester County) to expand access for people needing vital dental care and public health services.

Penn State Berks Advanced Manufacturing Innovation & Workforce Training with Smart Factory Equipment
With cutting-edge robotics and automation equipment and artificial intelligence expertise, Penn State Berks' Manufacturing Innovation & Learning Lab (MILL) will supercharge its impact on small and medium-sized manufacturers (SMMs) in Chester and Berks counties. SMMs in these local manufacturing communities seek hands-on training, worker upskilling, and access to equipment and expertise necessary for design, integration, and implementation of smart factory automation and digitization. The Penn State Berks MILL is uniquely positioned to deliver on comprehensive innovation and workforce training needs.

This project is intended to address blight and support neighborhood revitalization through Centro Hispano in the City of Reading. The work seeks to improve deteriorated properties while expanding community-serving use of those spaces. It is a community development request with both physical and neighborhood impact.

City of Reading Workforce Development Pearl Street Phase 1 Project
The City of Reading seeking funding to support Phase I capital improvements for its newly acquired workforce training facility located at 433 Pearl Street in Reading, Pennsylvania. The project will renovate and prepare the building to house trades training programs including construction pre-apprenticeship, plumbing, and facilities maintenance. The project will create a workforce development campus in South Reading, expanding access to industry-aligned training for residents facing barriers to employment. Phase I will allow the facility to begin operations while additional funding is secured to complete the full build-out of the training center.

Ash Park Master Plan Implementation Phase 3 Project
Construction of Phase 3 Ash Park Master Plan improvements included in the Plan Area C, to include demolition, earthwork, hardscape, landscaping, site lighting, stormwater management BMPs such as subdrainage under the multi-sport field and a community wet meadow, and updated utilities. Phase 3 will include a new loop trail, ADA compliant connector trails throughout the park, a new entry from S. 4th Avenue, a new, ADA all-access playground, new bench seating, fence and railings around recreation areas, new signage, stormwater management features, and updated site lighting and utilities.

PennDOT US 422: Schuylkill River Bridge to West of Keim Street
This project involves the highway reconstruction of US 422 from east of the Schuylkill River Bridge (west of Laurelwood Road) to west of the Keim Street interchange in North Coventry Township, Chester County. The proposed improvements include replacing and widening the bridges carrying US 422 over Laurelwood Road, Route 100 (Pottstown Pike), and Hanover Street. Drainage pipes and cross culverts will be replaced throughout the project. The ramps at the Route 100 (Pottstown Pike) and Hanover Street interchanges will be reconstructed and acceleration and deceleration lane lengths along US 422 will be increased to meet current design standards. The project will also provide a minimum of 1 foot of freeboard along the edge of the shoulder above the Schuylkill River 100-year floodplain. Additionally,12-foot-wide paved right shoulders will be constructed on both the eastbound and westbound sides of US 422, a new traffic signal will be installed at the intersection of the westbound off-ramp from US 422 to Hanover Street, and sound barrier walls will be constructed along portions of eastbound US 422.

Westwood EMS Paramedic Station Project
This project would fund the renovation and construction of a facility to properly house ambulance and paramedic apparatus for Westwood Fire Company Ambulance. The purpose is to improve emergency medical response readiness, protect emergency vehicles and equipment, and support reliable emergency services for the surrounding community. This is a public safety infrastructure project with clear community-wide benefits.

Exeter Township Emergency Services Center Construction
The Exeter Township Volunteer Fire Department (ETVFD) is seeking funding to build a new centrally located emergency services facility to house both the fire department and ambulance service. The new emergency services building will be more centrally located in order for the fire department to respond rapidly to their primary response area and will provide full-time occupancy twenty-four (24) hours per day seven (7) days a week, and 365 days a year in an area that is very limited in its emergency services. It will also serve mutual-aid areas to over 130,000 residents.

The Firehouse Commons at Reading Area Community College
Through this project, Reading Area Community College (RACC) will transform the former firehouse into The Firehouse Commons, a multi-disciplinary workforce development and educational hub designed to expand the college’s physical classroom spaces, provide experiential learning opportunities, and strengthen the regional workforce.

Historic Water Works Buildings Revitalization
The Kennett Area Park Authority (KAPA) is seeking to revitalize the Historic Water Works Buildings in Anson, B. Nixon Park, Chester County to serve as a gathering space and recreational asset for the Kennett area community. This project will advance KAPA’s mission to preserve open space, strengthen environmental stewardship, and collaborate with other local organizations to provide community access to active and passive recreation by enhancing recreational opportunities and optimizing its space for the public and community groups. In 2022, KAPA engaged with a local architect to envision the creative redevelopment of the Water Works with a new purpose. During this process, KAPA solicited public input to outline possible uses for the site. KAPA concluded that the buildings would be best used as an office space, a boardroom for KAPA and other community groups, and event venue, indoor and outdoor classrooms, an exhibit space featuring the history of the site, a picnic pavilion, a public plaza with splash pad, a catering kitchen, and restrooms. The application focuses on revitalizing the water works buildings, including the settling basin. The facility will serve as community and education hubs which will feature historical exhibits and environmental learning, and flexible event venues available for private rentals and public gatherings.

North Coventry Municipal Complex Construction
North Coventry Township seeks funding to construct a 13,800-square-foot Administration and Public Safety Building at 1215 S. Hanover Street, the current Public Works site adjacent to Hanover Meadows Park. The existing municipal building at 845 S. Hanover Street is 7,762 square feet and more than 80 years old. It no longer provides adequate space, layout, or facilities to support current or future operations. Critical systems, including HVAC, electrical, mechanical, and technology is functionally obsolete. Public meeting rooms lack appropriate capacity and security, and the Police Department requires upgrades to comply with current employment law and modern public safety standards. The Township proposes a new one story, 13,800-square-foot municipal facility with 12,417 square feet of basement space to house Administration, Finance, Law Enforcement/Public Safety, and Code Enforcement, along with conference and public meeting areas. The project will complete the municipal campus, centralize services, and improve efficiency and accessibility for residents.

Cumru Township Interceptor Improvement Project
The proposed project will address concerns with Cumru Township and Kenhorst Borough’s shared sanitary sewer interceptor. Cumru Township is seeking to separate from the existing overloaded interceptor by constructing three (3) new pump stations, a grit removal station, and new gravity systems. After construction of the new pump stations, the existing sanitary sewer connections to the current interceptor will be removed and redirected to the new, separate system. The new system will allow expansion of sewer service, allowing new development and redevelopment within Cumru Township, and prevent sanitary sewer overflows into waterways.

Valley Township, PA, for Wagontown Road Reconstruction and Critical Utility Protection
Construction of a retaining wall will stabilize major water and sewer transmission mains put at risk by the 2014 collapse of Wagontown Road. The mains, at risk of undermining due to steady erosion over the past 12 years, provide all potable water to 30,300 people in the Coatesville area and serve 4,400 people in Valley Township via the sewer infrastructure. The project is a component of the larger reconstruction and reopening of Wagontown Road, a main connector route for nearby town.

Applicant: Barclay Friends Memory Care Expansion and Renovation
Amount Requested: $2,300,000
Description of Project: Barclay Friends is seeking support to renovate an existing building on their campus to create more capacity for Memory Care patients. These higher need patients are rising in number, and local capacity to serve them is inadequate for the current needs of Chester County seniors. Their new facility, when completed, will empower them to double their capacity to serve seniors with dementia at the highest level of care.

Name of Project: Connections Work of Berks County Reentry Works Program
Amount Requested: $750,000
Description of Project: Reentry Works, a comprehensive initiative that streamlines the process of service provision to reentrants and those soon to be released from the county jail. Reentry Works increases the likelihood of success of reentrants by serving as a centralized resource hub for individuals in the justice system. In addition, it provides a comprehensive case managed reentry workforce development program designed to empower individuals with the skills and support needed for successful reintegration. Connections Work (formerly Berks Connections/Pretrial Services or BCPS) has provided programs and services to the justice involved in Berks County Pennsylvania since 1975. In 2010 they were involved in the creation of the first reentry workforce development program in the Berks County Jail System (BCJS) and since that time we have grown to be Berks County’s largest provider of workforce development services to the justice involved.

Description of Project: This Project aims to alleviate congestion while enhancing safety, mobility, quality of life, and sustainability. The FY25 CPF request includes FHWA Complete Streets strategies such as consolidating driveways, implementing right-in/right-out access, sidewalks, crosswalks, and enhancing bus stops with ADA landing pads. Improvements at key intersections, including PA 352 (Sproul Road)/Route 30 and Church Road/Route 30, will include roadway widening to accommodate new turning lanes to improve traffic flow. The Project is crucial for enhancing connectivity and vitality not only in Chester County, but the greater Philadelphia Region, serving as a vital link between various diverse communities and transportation networks.

Name of Project: Goshen Fire Company EMS and Fire Station Infrastructure Project
Amount Requested: $2,000,000
Description of Project: The funding would be used for demolition of the existing 75-year-old Fire/EMS station and the design, engineering, sitework and construction of a new and updated Fire/EMS Station. Funding is being sought to assist with the construction of the station itself as it relates to key areas that will be used most frequently aimed at first responder health and safety, "live-in" volunteer quarters to promote active volunteer service, emergency coordination and daily facility functionality. This station will continue to serve nearly 35,000 residents in East Goshen, West Goshen, Westtown and Willistown Townships.

Name of Project: Kennett Square Police Department Force De-Escalation Initiative

Description of Project: The Kennett Square Police Department Force De-Escalation Initiative focuses on replacing outdated less-than-lethal force equipment. This equipment has played a critical role in reducing force used during police use-of-force incidents. The department's Taser X-26 Conducted Energy Devices and the BolaWrap 100 Control Devices need to be replaced.

Name of Project: Keystone Valley Fire Department Self-Contained Breathing Apparatus Replacement
Amount Requested: $270,000
Description of Project: KVFD will use the proceeds of this grant to replace their current inventory of 27 Self-Contained Breathing Apparatus. These SCBA are in their 15th year of operation. Per National Fire Protection Agency Standard 1981, SCBA must be replaced every 15 years. SCBA are integral pieces of equipment in providing emergency services. They allow firefighters to breathe clean air in hazardous situations where the air is of unsafe quality and heat. Without them, these first responders will not be able to do their jobs safely.

Description of Project: This project is to Modernize their nearly 50-year-old firehouse to better meet the community's needs, ensuring more effective emergency response and enhanced volunteer firefighter support. This renovation will include additional apparatus bay space, dedicated training and decontamination areas, new bunk rooms, and upgraded community spaces, significantly improving the functionality and safety of the facility.

Description of Project: This project is to construct 6 additional offices at the New London Counseling Center's current location in the town of Lincoln University, PA. Name of Project: Valley Township Public Safety Initiative: Preemption System, Emitters, and License Plate Readers

Description of Project: Project is to replace the non-working preemption equipment at Business Route 30 (West Lincoln Highway) and Airport Road; purchase 7 emitters for the Valley Township Police Cars, and initial 5-year license plate reader subscription. This project would assist our emergency responders — police/fire/EMS — safely cross the intersection and reduce response time. The license plate reader would assist police for those who have not registered their vehicles as well as assist in being able to detect vehicles traveling through should there be a need for Amber alert or other types of auto search.

Name of Project: Wagontown Volunteer Fire Company Breathing Air Compressor Purchase
Amount Requested: $50,000
Description of Project: The request is to replace the breathing air apparatus air compressor and filling station used by the Wagontown Volunteer Fire Company. The Company's current compressor and fill station is over 25 years old and has recently been placed out of service with no parts available to fix the compressor. This leaves the Company no way to refill their Self-Contained Breathing Apparatus (SCBA) units after a fire. The SCBAs they use are key to firefighter safety and wellbeing, allowing them to operate in unsafe environments. The compressor would allow the Company to be able to refill their own SCBA at their own station after a fire or incident where they are used. Currently, they have to rely on a neighboring station's compressor, meaning their equipment is out of service until refilling is complete.

Name of Project: West Chester University Research on Modeling Technology for Affordable Housing
Amount Requested: $438,954
Description of Project: The project objectives include creating location-based models to identify area commuting boundaries, pinpointing local zoning impacts and potential solutions, and establishing a collaborative information platform. After completing the project in a targeted location, the analytical framework and models can be used as a baseline to study other job markets, particularly those within the public sector. Together, these information resources will have the ability to engage local stakeholders and facilitate the development of more effective policies for affordable housing. The models will be able to identify opportunities for stimulating local economic development and to pinpoint areas of socioeconomic inequality associated with the commuting patterns of lower-income jobs throughout the state. 3-D models provide a visual representation of an entire land development plan and allow stakeholders to better understand the spatial relationships between elements such as buildings, green spaces, roads, and infrastructure. Development of these models will be key in assessing traffic and stormwater generation, that are common concerns of existing residents. 3-D models will be developed with ArcGIS Urban, a platform that has advanced abilities to measure impacts such as parking, trips, impact on schools, water use, and more. These models will be scalable for other communities across the country. Multiple design iterations can be explored rapidly and cost-effectively. Using ArcGIS Urban, different zoning scenarios can be tested to fine tune the layout and density of affordable housing projects to determine the most efficient and aesthetically pleasing outcomes within the regulatory constraints. The model is built upon a scenario-based platform that will allow officials, as well as students, to explore development options and policies.

Name of Project: West Fallowfield Township, Chester County, Pennsylvania, 19330 – Water Main Extension Project
Amount Requested: $1,000,000
Project Description: This project will provide critical funding to allow for the extension of a water main and associated infrastructure improvements to supply potable water to approximately 150 unserved properties within the Township. Water supply would be provided through the Chester Water Authority system. The Township is a predominately agricultural community, with no other effective means of providing such service.

Name of Project: West Grove Memorial Park Expansion
Amount Requested: $3,571,484
Description of Project: The project is a much needed public facility upgrade, which will benefit thousands of individuals in the municipality and surrounding areas who utilize the park on a daily basis and year round. The installation of an artificial turf field at the Memorial Park soccer field will be one of the updates made. Improvements installed with the soccer field would include stone storage and stormwater piping, adjacent trees and understory plantings, benches and bleachers, stadium lights, and a new equipment storage building.
