WASHINGTON, D.C. – Today, Congresswoman Chrissy Houlahan (D-PA-06) and Congressman Andrew R. Garbarino (R-NY-02), Co-Chairs of the House Climate Solutions Caucus, announced that the bipartisan caucus is composed of an equal number of Members from each party for the first time since the end of the 115th Congress.
The House Climate Solutions Caucus was first established in 2016 with Rep. Garbarino becoming Co-Chair during the 117th Congress and Rep. Houlahan joining at the start of the 118th Congress. Under this new leadership, over a dozen Republican Members joined the caucus, the only organization in the House dedicated to exploring energy and climate solutions in a bipartisan manner. Currently, there are 58 caucus Members.
From this point forward, Members will be required to join under the "Noah's Arc Rule" which mandates that one Republican and one Democrat must join the caucus together, guaranteeing that there will continue to be an equal number of Members from each party.

It has been hard but important work to get the House Climate Solutions Caucus fully reconstituted, and I look forward to working with Co-Chairman Garbarino and the rest of our colleagues to advance bipartisan solutions in the areas of permitting reform, energy affordability, emissions reductions, and more,” said Rep. Houlahan. "I firmly believe that progress is rooted in bipartisan efforts like this and will continue working to deliver, as the caucus name suggests, real solutions on behalf of the American people."

The Climate Solutions Caucus is a group of bipartisan Members, led by Co-Chairs Congressman Andrew Garbarino and Congresswoman Chrissy Houlahan, who are working together to combat climate change while also protecting the economic prosperity of the United States. This is a group dedicated to building a constructive dialogue about climate change, economics, energy, and conservation among Members of Congress, global leaders, environmental organizations, and business leaders.
