Rep. Houlahan Introduces Legislation to Protect American Biotech Innovation from Communist China

The Biological IP Protection Act will ensure that cutting edge American intellectual property is not given to our foreign adversaries.

WASHINGTON, D.C. -- Rep. Chrissy Houlahan (D-PA) and Representative Warren Davidson (R-OH) introduced legislation to protect American proprietary research from Communist China. The Biological IP Protection Act will ensure that cutting edge American intellectual property is not given to our foreign adversaries. Senator Tom Cotton (R-AR), Senator Maggie Hassan (D-NH), and Senator Ted Budd (R-NC) introduced the companion legislation in the Senate.

Rep. Houlahan said, “As Co-Chair of the bipartisan BIOTech Caucus and a former entrepreneur, I know how valuable intellectual property is and why it must be protected. Many companies, including in Southeastern Pennsylvania’s vibrant life sciences community, either don’t realize or don’t fully understand the risks posed by sending synthetic DNA and RNA sequences to Chinese labs, even though we can safely do this work at home. Safeguarding this information through strong IP protections is essential to maintaining American’s leadership and competitiveness in biotechnology. I’m proud to partner with Rep. Davidson on the Biological Intellectual Property Protection Act, which will keep America’s cutting-edge biotechnology in the hands of U.S. researchers, patients, and businesses – not with foreign adversaries that may seek to do us harm.”

Houlahan and Senators Cotton and Hassan in introducing the Biotechnology Intellectual Property Protection Act of 2025,” said Rep. Davidson.
