Today, Representatives Chrissy Houlahan (D-PA) and Stephanie Bice (R-OK), Co-Chairs and Co-Founders of the BIOTech Caucus, announced the Caucus’s first-ever slate of formally endorsed legislation. This milestone advances the Caucus’s mission to promote bipartisan solutions that maintain the United States’ global leadership on biotechnology. Caucus endorsement requires support from at least 75 percent of voting BIOTech Caucus members, a high bar designed to ensure strong bipartisan consensus. Both endorsed bills respond directly to recommendations from the National Security Commission on Emerging Biotechnology’s April 2025 report, which called for urgent federal action to maintain U.S. competitiveness and protect national security in the biotechnology sector. “The United States is in a global biotechnology race, and we can’t afford to fall behind,” said Co-Chairs Houlahan and Bice. “We’ve endorsed bills that deliver practical solutions for a competitive edge, strengthening federal coordination and investing in domestic biomanufacturing and workforce development.
