Hoover Science and Senior Fellow Drew Endy joined leaders from government, industry, charities, and academia in Washington, DC, for the public launch of the Congressional Biotechnology Caucus on December 2, 2025. Nearly 200 members of Congress, staffers, and biotechnology leaders convened for the event. The strong participation showcased growing bipartisan support for strengthening America’s leadership in biotechnology.

The bicameral, bipartisan legislation will strengthen domestic biopharmaceutical manufacturing.

“Every American deserves access to affordable, quality health care,” said Houlahan. “Unfortunately, this Republican majority has spent the past ten months pushing legislation to strip away health insurance coverage, slash Medicaid and Medicare, make prescription drugs more expensive and weaponize hunger to play to their base. I cannot support legislation that intentionally harms the majority of Americans while rewarding billionaires and lawmakers themselves."
