Tariffs, Trade and Taxes

Fair and open trade helps Pennsylvania businesses grow and creates jobs here at home. I am working to make sure our trade policies reward innovation, protect workers, and strengthen American manufacturing. Whether negotiating with allies or addressing trade practices abroad, I am focused on keeping our economy competitive and our communities strong.

Tariffs  

  • Repeal Trump’s sweeping tariffs that make no distinction between America’s allies and adversaries around the globe and have made it harder for businesses to invest in the United States. 

  • Return to narrow, targeted tariffs that protect critical industries and existing manufacturing jobs, for example on foreign steel and imported cars.  

  • Restore Congress’ traditional role in approving and overseeing tariffs, like they do all other types of taxes. 

  • Act quickly to impose punishing tariffs whenever countries or individual companies break trade rules. For example, if an individual foreign company steals American intellectual property, or another country subsidizes their steel to try and outcompete American steel, they should immediately face punitive tariffs.  

 

Trade Deals 

  • For future trade agreements, the federal government must ensure partner nations meet American labor and environmental standards, so American workers are never undercut by foreign workers. 

 

Taxes 

  • Close tax loopholes and revoke government benefits for American companies that move U.S.-based jobs overseas in order to access cheaper labor. Government dollars should never be used to outsource American jobs.
