Foreign Policy

Pennsylvania state icon
America is strongest when we pair our values with clear-eyed leadership on the world stage. As a member of both the House Armed Services Committee and the House Permanent Select Committee on Intelligence, I am working to strengthen our alliances, support democratic partners, and confront threats before they reach our shores. Even as global challenges grow more complex, I am committed to a foreign policy grounded in security, accountability, and America’s role as a force for stability and freedom.

Diplomacy First and Multilateralism

  • Support the State Department and USAID, including their goals of promoting peace, security, and prosperity through diplomacy, development, and humanitarian assistance

  • Rebuild and strengthen ties with NATO, the United Nations, and other global partners

  • Resolve international issues and crises through alliances, multilateral institutions, and diplomatic measures

Democracy and Human Rights

  • Promote democratic values, human rights, and the rule of law globally

  • Support pro-democracy movements and civil society in authoritarian regimes

  • Use sanctions, diplomatic pressure, and foreign aid to support these goals

Strategic Competition with China

  • Treat China as a strategic competitor, especially in the areas of technology, trade, and global influence

  • Oppose China Community Party’s threats and escalation against Taiwan

  • Insist on a rules-based international order, economic fairness, and cybersecurity protections

Support for Ukraine

  • Condemn Russia's invasion of Ukraine and push back against Russian election interference, cyberattacks, and authoritarian influence in Ukraine and elsewhere

  • Support Ukraine and its democracy with continued military aid and economic sanctions against Russia

Middle East Policy: Diplomacy and Two-State Solution

  • Support a two-state solution to the Israeli Palestinian conflict

  • Provide humanitarian aid for Gaza and enable self-determination for its people

  • Maintain a strong US-Israel relationship; Israel is the only democracy in the Middle East and is an important counter to a nuclear Iran

Global Health and Pandemic Preparedness

  • Cooperate internationally on global health and pandemic response

  • Back organizations like the World Health Organization (WHO) and fund global vaccine and health initiatives

  • Build international capacity for disease detection, response, and prevention
